Youth Manifesto-2009 released


Youth and supporters of young people in the State, developed this Youth declaration from a unified voice as a declaration of Youth Manifesto-2009. Young people make up over half the total population of the state. It is in harnessing the assets of creativity, energy and talent found in young people that will continue the social and economic development of the state.

We, as youth and supporters of young people in the State, developed this Youth declaration from a unified voice as a declaration of Youth Manifesto-2009. Young people make up over half the total population of the state. It is in harnessing the assets of creativity, energy and talent found in young people that will continue the social and economic development of the state.

 

All Young people can lead the way in youth participation in both a formal and informal environment, and in a culturally appropriate way.  This process is one in which young women and men influence, develop and share control and responsibility over decisions, plans and resources, which affect them and their world.

 

Youth participation is real when all young people are given the same opportunities, and are treated with equality in their community; when what young people say, think and do is valued and respected and taken seriously; and when the wider community trust the young people, and empower them to fully participate in society.  This is when true national freedom and equity is achieved.

 

The United Youth Forum has considered the People’s Manifesto of Janata Vikas Manch(JVM) and carried forward the deliberation in line with the proposals of youth section during the consultation.

 

We Demand:

 

  1. To formulate State Youth Policy, State youth council and a Action Plan that is implemented and evaluated by youth. 
  2. For a separate department for youth and segregate the department of youth services and sports and allocate special fund for youth department.
  3. State government to introduce internship and scope for volunteerism in Government and private sector in the state.
  4. National Youth Commission and State Youth Welfare Board should include young people in large number in the board and decision making process.
  5. Special funds for intermediate, college, universities and Non governmental organisation for training, seminar, consultation and awareness program for students and youth.
  6. Promote employment oriented education and vocational training to capacitate the youth employability.  Provide quality and affordable education through residential schools and scholarships to Dalits, Adivasis, minorities and financially back ward class.
  7. Stop young people from spreading hate ideology, dividing people on the basis of religion, caste and restoration of justice, peace and harmony.
  8. Introducing special self-employment and entrepreneurial schemes through- low interest rate loans, funds and subsides for individuals, youth led SHG, Youth Club, association and organisation.
  9. Both the government and non government sector should help the empowerment  process which enables young men and women of all cultures to participate effectively and fully in society through leadership, change in mind set , awareness, capacity building and Life skills training
  10. Ensure access of land to all the youth and a minimum of 2 acres to individuals and 10 acres of cultivable land to youth clubs, organisations and associations specially to tribals, adivaisis and landless families.
  11. Take urgent measures to prevent the large-scale trafficking and violence against women and children and implement the policies made in the National and State level.
  12. Information technology parks in different pockets of the state to prevent migration and create employment.
  13. To activate and make NSS, NCC, Scouts and Guides, and NYKS more youth oriented with inclusion of youth in monitoring local cells.
  14. Initiate community based small-scale industries, promote local market and effectively implement Orissa Grama Panchayat (Minor Forest Produce Administration) Rules, 2002.
  15. Regulate and modernize the existing system relating to health of young people to ensure improved health facilities across the state in segments of nutrition, sanitation, hygiene and have access to safe drinking water.  A special emphasis on HIV/AIDS (ART facility), tuberculosis, malaria, and rehabilitation of drugs addicts.
  16.  Address environmental issues through mass youth led projects and campaign to bring awareness in the areas as climate change, deforestation and depleting water level.
  17. A special package for restoration and promotion of culture and art in the state and encourage young people to accept and feel proud of it.
  18. To encourage and involve all the recognized and awarded youth activists including National Youth Awardees, Indira Gandhi NSS Awardees, State and District youth Awardees in special youth projects and programs.
